In recent years, the term "job-based" employment has been widely debated in Japan, often with meanings that differ from its original context. Without a clear understanding of how job design flows from organizational purpose, efforts to introduce job-based HR in Japan will remain superficial reforms layered over a membership-based foundation — and will have little lasting impact.
